In the democratic West, transparency is often touted as the key to trust in government. But trust has never been the basis of the relationship between the Chinese party and the people in whose name it governs; the party-state functions on the assumption that its rule is constantly under threat.
민주적인 서구에서 투명성은 종종 정부에 대한 신뢰를 측정하는 키로 여겨집니다. 그러나 신뢰가 중국 공산당과 국민 간 관계의 기초가 된 적은 한번도 없습니다. 공산당이 국민의 이름으로 지배를 하면서도 말입니다. 당이 지배하는 국가는 그런 통치가 항상 위협받고 있다는 걸 상정하고 기능합니다.
